It's got buttons so you can rock it as a stand-alone piece. Older liner jackets don't come with buttons (only holes) since they're part of a military layering system meant to be buttoned into the outerwear.
Wear it under any coat/jacket to keep toasty when the temperature drops. Or rock it as your top layer over a contrast color hoody for a put-together streetwear look.
